About the Australian Government’s Department of Foreign Affairs and Trade (DFAT)
The role of DFAT is to advance the interests of Australia and Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program, and helping Australian travellers and Australians overseas.
The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional, and bilateral interests.
About the position
The Property Manager position oversees a small team responsible for the provision of property services including property related projects at the High Commission and staff residences. This position also manages the leasing of residential properties, procurement and contract management of property related services, transport plans and office set-up for official visits, manages budgets, and supervision of staff. A key focus of the role is the coordination and interaction with internal and external partners and suppliers to ensure properties and projects are functional and able to operate effectively.
The key responsibilities of the position include, but are not limited to:
- Develop and maintain a comprehensive understanding of the Commonwealth property framework and ensure compliance with associated guidelines relating to procurement, Workplace Health and Safety and finance activities of the property portfolio.
- Provide high level and strategic advice to management on matters related to the High Commission and official residences while ensuring risks are appropriately managed and any issues are resolved promptly, liaising with the facilities management partner and external contractors where necessary.
- Manage the leased residential property portfolio and asset inventory including timely and accurate reporting of new leases, completion of residential undertakings and various property inspections and proactive maintenance and improvements are undertaken ensuring accurate records are kept.
- Prepare and manage tender processes and oversee property and service related contracts and projects ensuring contractors have required approvals and compliance with local regulations.
- Manage and oversee the negotiation of residential leases and ensure that lease agreements comply with relevant local and Commonwealth guidelines, keeping informed of developments in the residential property market and providing management with well considered advice regarding emerging trends.
- Develop and implement/ improve processes including monitoring leases and ensure renewals, extensions and terminations are negotiated in a timely manner.
- Develop and implement a facility management program including preventative maintenance and life-cycle requirements.
- Liaise with management to ensure funding is available to cover all property related expenses, and undertake financial analysis and budget management ensuring property payments are in accordance with contractual obligations.
- Establish, develop and maintain strong working relationships with a range of key internal and external stakeholders including building management, landlords, local authorities and partner agencies.
- Manage the work health safety and risk mitigation requirements for the High Commission and official residences, and implement and manage as required.
- Supervise and lead a small team, establish work priorities, monitor performance, provide regular feedback and identify learning opportunities for team members
Qualifications/Experience
- Demonstrated senior experience managing property through its life cycle, procurement, and facilities management and maintenance
- Critical thinking and analysis skills to help our team get the most from our property portfolio
- Well demonstrated negotiation and influencing skills
- Mentoring and supporting the facilities management team
- Strong interpersonal skills and the ability to establish and maintain effective stakeholder relationships
- Demonstrated strong initiative, time management, organisational skills, good judgement, flexibility and resourcefulness
- High level written and oral communication skills in English
- Demonstrated ability in solving problems by providing effective working solutions to colleagues and managers
- Strong computer skills and the ability to pick up new systems easily
- The ability to take initiative and multitask
